Status of Women in India

1975 has been declared by the United Nations to be the International Women's Year. By doing so it has posed the question clearly that the status of women in varying degrees is obviously far from one of equality with men all over the world, with the possible exception of most of the socialist countries where the whole State policy and its machinery has been geared to ensure that women truly participate in social production with their menfolk on absolutely equal terms.
The 25th Anniversary of the formation of our Republic is indeed a significant occasion to take stock of the position that the women of this country enjoy and the progress they have achieved since the days of colonial domination.
Our Constitution certainly provides for equality and the fact that there should be no discrimination on the grounds of sex, religion etc. is enshrined in the Fundamental Rights and particularly in Articles 14, 15 and 16. The realisation by the founding fathers of the Indian Constitution that women require special protection is also evidenced in the inspiring Directive Principles of State Policy in Chapter IV of the Constitution which affirms the right of full and equal franchise for all adults.
The Parliament of India has enacted various laws which give equal rights to women in marriage, divorce and inheritance. But a uniform civil code is yet to be framed, because while enlightened sections of the public are in favour of it, the backward-looking elements in religious minorities have yet to grasp the far-reaching implications of such a law.
On mature reflection, however, we feel that even if women can sometimes attain the pinnacles of political decision-making--our Prime Minister is an eloquent example--by and large they have as yet to get out of the morass of feudal oppression. a legacy we have inherited from centuries gone by.
National Struggle
It is widely known that before Independence, during the days of British rule, arrangements for the education of the masses being practically non-existent, orthodoxy and dogmatism flourished and people, particularly women, remained steeped in poverty and ignorance, shackled to traditions, customs and age-old superstitions. But the wheels of change had started revolving from the later years of the nineteenth century. And several illustrious men and women pioneered the social reform movement in many parts of our country.
The dramatic and catalytic events of 1930, when the Civil Disobedience Movement against the British rule was initiated commencing with what was known as the “Salt Satyagraha”, literally brought about an upheaval in the minds of women. The news that Sarojini Naidu and hundreds of women had joined Gandhiji’s “Dandi March” to manufacture salt in defiance of the salt tax etc lit the fire of patriotism in women all over the country. During the month that followed they filled the jails in their hundreds. The old and the young, the literate and the illiterate, wives and mothers of India’s national upsurge. All sorts of brutalities were inflicted on women who dared to defy the British authorities, faced their bullets and lathis and flooded the prisons in thousands and thousands. This indeed was what is usually known as a historic epoch but it was particularly so for the women of our country.
No Sex Rivalry
The time spent in prisons in every subsequent struggle was utilised by younger women prisoners to educate themselves in politics by reading newspapers and whatever literature could be smuggled in with the help of some sympathetic jail officials. Thereafter the awakening that began in the '30s reached new dimensions during wave after wave of uprisings against imperialist domination, culminating in the 1942 uprising for total Independence, known as the ''Quit India" movement. Many known and unknown women suffered enormous hardships during this insurrectionary struggle which ultimately drove the British out of India and thereby justified women's claim to earn a position of complete equality in law under the Constitution of the Republic of Free India. This claim could not be overlooked because their contribution to the cause of India's political emancipation was applauded and acknowledged in warm terms not only by the leadership of the national struggle particularly by Gandhiji and Jawaharlal Nerhu. By and large it is now taken for granted that women can no longer be pushed back into the kitchen-creche-kindergarten-world of earlier times. It must, therefore, always be borne in mind that the women's movement in India was not one in which it was ever a question of man against woman, born of rivalry between the two sexes. We refused to think of ourselves as a class apart from the entire people of our country and insisted on being regarded as citizens who were equally responsible for the well-being and freedom of our country.
Besides, one must never forget that all the celebrated reformers-such as Ram Mohun Roy and others-were valiant champions of women's social liberation. They raised their voice against inhuman and oppressive social customs to which women were subjected during the degenerate feudal epoch in India. What is more I must repeat that it is well to always remember that women's right to education, to become economically independent and determine for themselves their way of life, was born at the outset in the minds of several great men leaders who had the courage to wage war for our legitimate demand to be free and equal at a time when we were not only slaves of a foreign power but also enslaved by social obscurantism at its worst.
As stated above, when later on Gandhiji and Nehru called upon us to participate in the struggle against imperialism-the common enemy-Indian women responded in massive numbers demonstrating that India could claim to be a civilised country of the 20th century. Unlike in several so-called advanced societies, the politically conscious men of India did not oppose the fundamental truth that women were not meant to be subservient creatures. There is, therefore, today no profession or academic body in India where women have not entered and have not made a mark.
Negative Aspects
Women have, of course, full and equal rights of franchise but out of 524 elected and nominated members in the Lok Sabha there are currently only 25 women and in the Rajya Sabha they account for 18 out of a total of 241 members. Again, while there are 2.8 million men who have university degrees, there are only 700,000 odd women. Our deplorable condition becomes apparent when we consider that only 18.72 per cent of Indian women are literate even though the percentage for men is not very much higher i.e. 39.45.
The women's movement in India in this International Women's Year has to face these facts by striving to insist that the rights that exist in our Constitution must be implemented without further delay. We are, in doing so, not seeking any favour because we have earned the right to equality by participating actively in the fight against British Imperialism, and by carrying on within our limitations the struggle against exploitation of man by man. We are capable of sharing the tasks of national development if given greater opportunities and have been involving ourselves in actions to safeguard India's independence and for world peace.
भारत में महिलाओं की स्थिति

संयुक्त राष्ट्र द्वारा 1975 को अंतर्राष्ट्रीय महिला वर्ष घोषित किया गया है। ऐसा करने से यह प्रश्न स्पष्ट रूप से सामने आ गया है कि महिलाओं की स्थिति दुनिया भर में, अलग-अलग मात्रा में, पुरुषों के साथ समानता से बहुत दूर है। अधिकांश समाजवादी देशों को शायद छोड़ कर, जहां पूरी राज्य नीति और इसकी मशीनरी यह सुनिश्चित करने के लिए तैयार की गई है कि महिलाएं वास्तव में पुरुषों के साथ बिल्कुल समानता से सामाजिक उत्पादन में भाग लें।
हमारे गणतंत्र के गठन की 25वीं वर्षगांठ इस देश की महिलाओं की स्थिति और औपनिवेशिक प्रभुत्व के दिनों के बाद से उन्होंने जो प्रगति हासिल की है, उसका जायजा लेने का वास्तव में एक महत्वपूर्ण अवसर है।
हमारा संविधान निश्चित रूप से समानता प्रदान करता है और यह तथ्य कि लिंग, धर्म आदि के आधार पर कोई भेदभाव नहीं होना चाहिए, मौलिक अधिकारों और विशेष रूप से अनुच्छेद 14, 15 और 16 में स्थापित किया गया है। भारतीय संविधान के संस्थापकों को यह अहसास था की महिलाओं को विशेष सुरक्षा की आवश्यकता है, इसका प्रमाण संविधान के प्रेरक राज्य के नीति निर्देशक सिद्धांतों के अध्याय IV में भी दिया गया है, जो सभी के लिए पूर्ण और समान मताधिकार को स्थापित करता है।
भारत की संसद ने विभिन्न कानून बनाए हैं जो महिलाओं को विवाह, तलाक और विरासत में समान अधिकार देते हैं। लेकिन एक समान नागरिक संहिता अभी तक नहीं बनाई गई है, क्योंकि जहां जनता का प्रगतिशील वर्ग इसके पक्ष में है, वहीं धार्मिक अल्पसंख्यकों में पीछे देखने वाले तत्व अभी भी इस तरह के कानून के महत्वपूर्ण प्रभावों को समझ नहीं पाए हैं।
हालाँकि, गंभीर चिंतन के बाद, हमें लगता है कि भले ही महिलाएँ कभी-कभी राजनीतिक निर्णय लेने में शिखर तक पहुँच सकती हैं - हमारे प्रधान मंत्री एक शानदार उदाहरण हैं - लेकिन बड़े पैमाने पर उन्हें अभी भी सामंती उत्पीड़न की विरासत, जो हमें सदियों से मिली है, के दलदल से बाहर निकलना बाकी है।
राष्ट्रीय संघर्ष
यह जानी मानी चीज़ है कि स्वतंत्रता से पहले, ब्रिटिश शासन के दिनों में, जनता की शिक्षा की व्यवस्था लगभग ना के बराबर थी, कट्टरपंथी और हठधर्मिता पनपी थी और लोग, विशेषकर महिलाएं, गरीबी और अज्ञानता में डूबे हुए थे, परंपराओं, रीति-रिवाजों, और अन्धविश्वास में फसे हुए थे। लेकिन बदलाव के पहिये उन्नीसवीं सदी के बाद के वर्षों से घूमना शुरू हो गए थे। और कई प्रतिष्ठित पुरुषों और महिलाओं ने हमारे देश के कई हिस्सों में सामाजिक सुधार आंदोलन को नेतृत्व दिया।
1930 की महत्वपूर्ण और उत्प्रेरक घटनाएँ, जब ब्रिटिश शासन के खिलाफ नागरिक अवज्ञा आंदोलन शुरू किया गया था, जिसे "नमक सत्याग्रह" के नाम से जाना जाता है, ने वास्तव में महिलाओं के विचारों को उथल-पुथल कर दिया। नमक टैक्स आदि के विरोध में नमक बनाने के लिए गांधीजी के "दांडी मार्च" में सरोजिनी नायडू और सैकड़ों महिलाओं के शामिल होने की खबर ने पूरे देश की महिलाओं में देशभक्ति की आग जला दी। अगले महीने के दौरान उन्होंने सैकड़ों की संख्या में जेलें भर दीं। इनमे बूढ़े और जवान, साक्षर और निरक्षर, भारत के राष्ट्रीय उत्थान की पत्नियाँ और माताएं थी। उन महिलाओं पर सभी प्रकार की क्रूरता की गई, जिन्होंने ब्रिटिश अधिकारियों को चुनौती देने का साहस किया, उन्होंने गोलियों और लाठियों का सामना किया और हजारों-हजारों की संख्या में जेलों में पानी भर दिया। यह वास्तव में ऐसा युग था जिसे आमतौर पर एक ऐतिहासिक युग कहा जाता है लेकिन यह विशेष रूप से हमारे देश की महिलाओं के लिए ऐसा युग था।
कोई लिंग के आधार पर मुकाबला नहीं
अगले हर संघर्ष में जेलों में बिताए गए समय का उपयोग युवा महिला कैदियों द्वारा राजनीति में खुद को शिक्षित करने के लिए किया, समाचार पत्र और कुछ ऐसा साहित्य पढ़ कर जो सहानुभूतिपूर्ण जेल अधिकारियों की मदद से लाया जा सकता था। 30 के दशक में शुरू हुआ जागरण आगे जा कर साम्राज्यवादी वर्चस्व के खिलाफ विद्रोह की लहरों के दौरान नए आयामों तक पहुंच गया, और अंततः 1942 में पूर्ण स्वतंत्रता के लिए विद्रोह हुआ, जिसे ''भारत छोड़ो'' आंदोलन के रूप में जाना जाता है। इस दौरान कई जानी मानी और अप्रसिद्ध महिलाओं को भारी कठिनाइयों का सामना करना पड़ा। इस विद्रोही संघर्ष ने अंततः अंग्रेजों को भारत से बाहर निकाल दिया और इस तरह इन महिलाओं ने स्वतंत्र भारत गणराज्य के संविधान के तहत कानून में महिलाओं को पूर्ण समानता के दावे को सिद्ध किया। इस दावे को नजरअंदाज नहीं किया जा सकता क्योंकि भारत के राजनीतिक स्वतंत्रता के हित में उनके योगदान की सराहना न केवल राष्ट्रीय संघर्ष के नेतृत्व, विशेषकर गांधीजी और जवाहरलाल नेहरु ने की बल्कि और तो और अब यह मान लिया गया है कि महिलाओं को अब पुराने समय की रसोई-क्रेच-किंडरगार्टन-दुनिया में वापस नहीं धकेला जा सकता है। इसलिए, यह हमेशा ध्यान में रखना चाहिए कि भारत में महिलाओं का आंदोलन ऐसा नहीं था जिसमें पुरुष और महिलाएं एक दूसरे के खिलाफ हों जो दोनों लिंगों के बीच मुकाबले से शुरू हुआ हो। हमने अपने आप को अपने देश की पूरी जनता से अलग एक वर्ग के रूप में सोचने से इनकार कर दिया और उन नागरिकों के रूप में माने जाने पर जोर दिया जो हमारे देश की भलाई और स्वतंत्रता के लिए समान रूप से जिम्मेदार हैं।
इसके अलावा, किसी को यह कभी नहीं भूलना चाहिए कि सभी प्रसिद्ध सुधारक-जैसे राम मोहन रॉय और अन्य-महिलाओं की सामाजिक मुक्ति के बहादुर समर्थक थे। उन्होंने भारत में पतित सामंती युग के दौरान महिलाओं पर होने वाले अमानवीय और दमनकारी सामाजिक रीति-रिवाजों के खिलाफ आवाज उठाई। इससे भी अधिक, मुझे यह दोहराना चाहिए कि यह हमेशा याद रखना चाहिए कि महिलाओं के लिए शिक्षा का अधिकार, आर्थिक रूप से स्वतंत्र होना और अपने जीवन का तरीका स्वयं निर्धारित करना, शुरुआत में कई महान पुरुष नेताओं के दिमाग में पैदा हुआ था, जिनमें ऐसा करने का साहस था। उन्होनें यह ऐसे समय में किया जब हम न तो सिर्फ विदेशी शक्ति के ग़ुलाम थे पर सबसे अधिक सामाजिक कट्टरपंथी के भी ग़ुलाम थे।
जैसा कि ऊपर कहा गया है, जब बाद में गांधीजी और नेहरू ने हमें साम्राज्यवाद-जो आम दुश्मन था-के खिलाफ संघर्ष में भाग लेने के लिए बुलाया, तो भारतीय महिलाओं ने भारी संख्या में प्रतिक्रिया व्यक्त करते हुए दिखाया कि भारत 20 वीं शताब्दी का एक सभ्य देश होने का दावा कर सकता है। कई ऐसे समाजों के विपरीत,जो विकसित कहलाए जाते हैं, भारत के राजनीतिक रूप से जागरूक पुरुषों ने इस मूलभूत सत्य का विरोध नहीं किया कि महिला होने का मतलब अधीन प्राणी होना नहीं है। इसलिए, आज भारत में कोई भी ऐसा पेशा या शैक्षणिक संस्था नहीं है जहां महिलाओं ने प्रवेश न किया हो और अपनी पहचान न बनाई हो।
नकारात्मक पहलू
बेशक, महिलाओं को मताधिकार का पूर्ण और समान अधिकार प्राप्त है, लेकिन लोकसभा में 524 निर्वाचित और नामित सदस्यों में से वर्तमान में केवल 25 महिलाएं हैं और राज्यसभा में कुल 241 सदस्यों में से महिलाओं की संख्या 18 है। जहां 2.8 मिलियन पुरुषों के पास विश्वविद्यालय की डिग्री है, वहीं केवल 700,000 महिलाओं के पास है। हमारी दयनीय स्थिति इस बात से स्पष्ट हो जाती है जब हम देखते हैं कि केवल 18.72 प्रतिशत भारतीय महिलाएँ साक्षर हैं, पर पुरुषों का प्रतिशत भी बहुत अधिक नहीं है: 39.45।
इस अंतर्राष्ट्रीय महिला वर्ष में भारत में महिला आंदोलन को इन तथ्यों का सामना करते हुए इस बात पर जोर देना होगा कि हमारे संविधान में मौजूद अधिकारों को बिना किसी देरी के लागू किया जाना चाहिए। ऐसा करके हम कोई एहसान नहीं चाह रहे हैं क्योंकि हमने ब्रिटिश साम्राज्यवाद के खिलाफ लड़ाई में सक्रिय रूप से भाग लेकर और अपनी सीमाओं के भीतर मनुष्य द्वारा मनुष्य के शोषण के खिलाफ संघर्ष जारी रखकर समानता का अधिकार जीता है। यदि अधिक अवसर दिए जाएं तो हम राष्ट्रीय विकास के कार्यों को साझा करने में सक्षम हैं और भारत की स्वतंत्रता की रक्षा और विश्व शांति के लिए कार्यों में खुद को शामिल कर रहे हैं।
