Gandhiji's conception of democracy is definitely a metaphysical one. It has nothing to do with numbers or majority or representation in the ordinary sense. It is based on service and sacrifice, and it uses moral pressure. In a recent statement, he defines a democrat. He claims to be a born democrat'. "I make that claim, if complete identification with the poorest of mankind, longing to live no better than they, and a corresponding conscious effort to approach that level to the best of one's ability, can entitle one to make it." He further discusses democracy:
“Let us recognise the fact that the Congress enjoys the prestige of a democratic character and influence not by the number of delegates and visitors it has drawn to its annual function, but by an ever-increasing amount of service it has rendered. Western democracy is on its trial, if it has not already proved a failure. May it be reserved to India to evolve the true science of democracy by giving a visible demonstration of its success.
Corruption and hypocrisy ought not to be the inevitable products of democracy, as they undoubtedly are to-day. Nor is bulk a true test of democracy. True democracy is not inconsistent with a few persons representing the spirit, the hope and the aspirations of those whom they claim to represent. I hold that democracy cannot be evolved by forcible methods. The spirit of democracy cannot be imposed from without; it has to come from within.”
This is certainly not Western democracy, as he himself says; but, curiously enough, there is some similarity to the communist conception of democracy, for that, too, has a meta- physical touch. A few communists will claim to represent the real needs and desires of the masses, even though the latter may themselves be unaware of them. The mass will become a metaphysical conception with them, and it is this that they claim to represent. The similarity, however, is slight and does not take us far; the differences in outlook and approach are far greater, notably in regard to methods and force.
Whether Gandhiji is a democrat or not, he does represent the peasant masses of India; he is the quintessence of the conscious and subconscious will of those millions. It is perhaps something more than representation; for he is the idealised personification of those vast millions. Of course, he is not the average peasant. A man of the keenest intellect, of fine feeling and good taste, wide vision; very human, and yet essentially the ascetic who has suppressed his passions and emotions, sublimated them and directed them in spiritual channels; a tremendous personality, drawing people to himself like a magnet, and calling out fierce loyalties and attachments-all this so utterly unlike and beyond a peasant. And yet withal he is the great peasant, with a peasant's outlook on affairs, and with a peasant's blindness to some aspects of life. But India is peasant India, and so he knows his India well and reacts to her lightest tremors, and gauges a situation accurately and almost instinctively, and has a knack of acting at the psychological moment.
What a problem and a puzzle he has been not only to the British Government but to his own people, and his closest associates! Perhaps in every other country he would be out of place to-day, but, India still seems to understand, or at least appreciate, the prophetic-religious type of man, talking of sin and salvation and non-violence. Indian mythology is full of stories of great ascetics, who, by the rigour of their sacrifices and self-imposed penance, built up a 'mountain of merit' which threatened the dominion of some of the lesser gods and upset the established order. These myths have often come to my mind when I have watched the amazing energy and inner power of Gandhiji, coming out of some inexhaustible spiritual reservoir. He was obviously not of the world's ordinary coinage; he was minted of a different and rare variety, and often the unknown stared at us through his eyes.
India, even urban India, even the new industrial India, had the impress of the peasant upon her, and it was natural enough for her to make this son of hers, so like her and yet so unlike, an idol and a beloved leader. He revived ancient and half-forgotten memories, and gave her glimpses of her own soul. Crushed in the dark misery of the present, she had tried to find relief in helpless muttering and in vague dreams of the past and the future, but he came and gave hope to her mind and strength to her much-battered body, and the future became an alluring vision. Two-faced like Janus, she looked both backwards into the past and forward into the future, and tried to combine the two.
Many of us had cut adrift from this peasant outlook, and the old ways of thought and custom and religion had become alien to us. We called ourselves moderns. and thought in terms of 'progress', and industrialisation and a higher standard of living and collectivisation. We considered the peasant's view-point reactionary, and some, and a growing number, looked with favour towards socialism and communism. How came we to associate ourselves with Gandhiji politically, and to become, in many instances, his devoted followers? The question is hard to answer, and to one who does not know Gandhiji, no answer is likely to satisfy. Personality is an indefinable thing, a strange force that has power over the souls of men, and he possesses this in ample measure, and to all who come to him he often appears in a different aspect. He attracted people, but it was ultimately intellectual conviction that brought them to him and kept them there. They did not agree with his philosophy of life, or even with many of his ideals. Often they did not understand him. But the action that he proposed was something tangible which could be understood and appreciated intellectually. Any action would have been welcome after the long tradition of inaction which our spineless politics had nurtured; brave and effective action with an ethical halo about it had an irresistible appeal, both to the intellect and the emotions. Step by step he convinced us of the rightness of the action, and we went with him, although we did not accept philosophy. To divorce action from the thought underlying it was not perhaps a proper procedure and was bound to lead to mental conflict and trouble later. Vaguely we hoped that Gandhiji, being essentially a man of action and very sensitive to changing conditions, would advance along the line that seemed to us to be right. And in any event the road he was following was the right one thus far, and if the future meant a parting it would be folly to anticipate it.
All this shows that we were by no means clear or certain in our minds. Always we had the feeling that while we might be more logical, Gandhiji knew India far better than we did, and a man who could command such tremendous devotion and loyalty must have something in him that corresponded to the needs and aspirations of the masses. If we could convince him, we felt that we could also convert these masses. And it seemed possible to convince him for, in spite of his peasant outlook, he was the born rebel, a revolutionary out for big changes, whom no fear of consequences could stop.
Nine- teen-thirty had, indeed, been a wonder year for us, and Gandhiji seemed to have changed the face of our country with his magic touch. No one was foolish enough to think that we had triumphed finally over the British Government. Our feeling of elation had little to do with the Government. We were proud of our people, of our women folk, of our youth, of our children for the part they had played in the movement. It was a spiritual gain, valuable at any time and to any people, but doubly so to us, a subject and down-trodden people. And we were anxious that nothing should happen to take this away from us.
To me, personally, Gandhiji had always shown extraordinary kindness and consideration, and my father's death had brought him particularly near to me. He had always listened patiently to whatever I had to say, and had made every effort to meet my wishes. This had, indeed, led me to think that perhaps some colleagues and I could influence him continuously in a socialist direction, and he had himself said that he was prepared to go step by step as he saw his way to do so. It seemed to me almost inevitable then that he would accept the fundamental socialist position, as I saw no other way out from the violence and in- justice and waste and misery of the existing order. He might disagree about the methods but not about the ideal. So I thought then, but I realise now that there are basic differences between Gandhiji's ideals and the socialist objective.
गांधीजी के लोकतंत्र का ख्याल निश्चित रूप से आध्यात्मिक है । मामूली अर्थ में उसका तादाद से या बहुमत से या प्रतिनिधित्व से कोई वास्ता नहीं । उसकी बुनियाद है सेवा और त्याग, और यह नैतिक दबाव से ही काम लेती है । हाल ही प्रकाशित अपने एक वक्तव्य मे ( १७, सितंबर १९३४ ) लोकतंत्र की उन्होंने व्याख्या दी है । वह अपने को 'पैदाइशी लोकतंत्र-वादी' मानते हैं और कहते हैं कि अगर 'मनुष्यजाति के निहायत गरीब से गरीब के साथ अपने-आपको बिलकुल मिला देने, उनसे बेहतर हालत में अपने को न रखने की उत्कंठा से और उनके समतल तक पहुँचाने के जागृत प्रयत्न से किसी को इस दावे का अधिकार मिल सकता है, तो मै अपने लिए यह दावा करता हूँ ।' आगे चलकर वह लोकतंत्र की विवेचना इस प्रकार करते है .
"हमें यह बात जान लेनी चाहिए कि कांग्रेस के अपने लोकतंत्र- स्वरूप और प्रभाव की इज़्ज़त उसके वार्षिक अधिवेशन में खिंच आने- वाले प्रतिनिधियो या दर्शको की तादाद के कारण नही, बल्कि उसकी की हुई सेवा के कारण है, जिसकी मात्रा रोज-ब-रोज बढती जा रही है । पश्चिमी लोकतंत्र अगर अब तक विफल नहीं हुआ है तो कम-से-कम वह अपने इम्तिहान पर ज़रूर है । हिन्दुस्तान में ही, प्रत्यक्ष सफलता के प्रदर्शन के द्वारा, लोकतंत्र के सच्चे विज्ञान का विकास हो ।
भ्रष्टाचार और पाखंड लोकतंत्र के अनिवार्य फल नहीं होने चाहिए जैसे कि वे निःसन्देह हाल में हो रहे हैं, और न बड़ी संख्या लोकतन्त्र की सच्ची कसौटी है | यदि थोड़े से व्यक्ति जिनके प्रतिनिधि बनने का दावा करते है उनकी रूह, आशा और आकांक्षा का प्रतिनिधित्व करते हैं, तो वह लोकतंत्र के सच्चे भाव से असंगत नहीं हैं । मेरा यह मत है कि लोकतंत्र का विकास बल-प्रयोग करके नहीं किया जा सकता है। लोकतंत्र की भावना बाहर से नहीं लादी जा सकती, वह तो अन्दर से ही
पैदा की जा सकती है।”
यह निश्चय ही पश्चिमी लोकतंत्र नहीं है, जैसा कि वह खुद कहते हूं। बल्कि कौतूहल की बात तो यह है कि वह कम्यूनिस्टो के लोकतंत्र की धारणा से मिलता-जुलता है, क्योंकि उसमे भी आध्यात्मिकता की झलक है | थोड़े से कम्यूनिस्ट जनता की असली आकाक्षाओं और आवश्यकताओं के प्रतिनिधित्व का दावा कर सकते है, चाहे जनता को उसका पता न भी हो । जनता उनके लिए एक आध्यात्मिक वस्तु हो जाती है और वे इसका प्रतिनिधित्व करने का दावा करते है । फिर भी यह समानता थोड़ी ही है और हमको बहुत दूर तक नही ले जाती है। उनके दृष्टिकोण में बहुत ज़्यादा मतभेद है -- खासकर प्राप्त करने के साधन और दल के सम्बन्ध मे ।
गांधीजी चाहे लोकतंत्री हो या न ही वह भारत की किसान - जनता के प्रतिनिधि अवश्य है । वह उन करोड़ो की जागी और सोयी हुई इच्छा शक्ति के सार हैं । यह शायद उनका प्रतिनिधित्व करने से कही ज्यादा है, क्योंकि वह करोड़ो के आदर्शों की सजीव मूर्ति है। हाँ, वह एक औसत किसान नहीं है । वह एक बहुत तेज़-बुद्धि उच्च भावना और सुरुचि तथा व्यापक दृष्टि रखनेवाले पुरुष हैं— बहुत सहृदय, फिर भी आवश्यक रूप से एक तपस्वी, जिन्होंने अपने विकारो और भावनाओं का दमन करके उन्हें दिव्य बना दिया है और आध्यात्मिक मार्गों में प्रेरित किया है । उनका एक ज़बर्दस्त व्यक्तित्व है जो चुम्बक की तरह हरेक को अपनी ओर खीच लेता है और दूसरों के हृदय में अपने प्रति आश्चर्यजनक वफादारी और ममता उमड़ाता है। यह सब एक किसान से कितना भिन्न और कितना परे है ? और इतना होने पर भी वह एक महान् किसान हैं जो बातों को एक किसान के दृष्टिकोण से देखते हैं और जीवन के कुछ पहलुओं के बारे में एक किसान की ही तरह अंधे हैं । लेकिन भारत - किसान भारत है और वह अपने भारत को अच्छी तरह जानते हैं और उसके हलके से हल्के कम्पनों का भी उनपर तुरंत असर होता है । वह स्थिति को ठीक-ठीक और अक्सर सहज-स्फूर्ति से जान लेते हैं और ऐन मौके पर काम करने की अद्भुत सूझ रखते है ।
ब्रिटिश सरकार ही के लिए नहीं, बल्कि खुद अपने लोगों और नजदीकी साथियों के लिए भी वह एक पहेली और एक समस्या बने हुए हैं । शायद दूसरे किसी भी देश में आज उनका कोई स्थान न होता । मगर हिन्दुस्तान, आज भी ऐसा मालूम होता है, पैगम्बरों जैसे धार्मिक पुरुषों को, जो पाप और मुक्ति और अहिंसा की बाते करते है, समझ लेता है या कम-से-कम उनकी कद्र करता है। भारत का धार्मिक साहित्य बड़े बड़े तपस्वियों की कथाओ से भरा पड़ा है, जिन्होंने घोर तप और त्याग के द्वारा बड़े भारी पुण्य का संचय करके छोटे-छोटे देवताओ की प्रधानता को हिला दिया तथा प्रचलित व्यवस्था को उलट- पलट दिया । जब कभी मैने गांधीजी की अक्षय आध्यात्मिक भण्डार से बहने वाली विलक्षण कार्य - शक्ति और आंतरिक बल को देखा है, तो मुझे अक्सर ये कथाएँ याद आ जाया करती है । वह स्पष्टतः दुनिया के मामूली नमूने के आदमी नहीं है। वह अनोखे हैं और अनेक अवसरों पर उनकी आँखों से मानो कुछ अज्ञात का दर्शन होता है।
हिन्दुस्तान पर, कस्बो के हिन्दुस्तान पर ही नही, नये औद्योगिक हिन्दुस्तान पर भी, किसानपन की छाप लगी हुई है और उसके लिए यह स्वाभाविक था कि वह अपने इस पुत्र को अपने ही लायक और फिर भी अपने से इतना भिन्न एक प्रतिमूर्ति और एक प्रिय नेता बनावे | उन्होंने पुरानी और धुंधली स्मृतियों को फिर ताज़ा किया और उसको अपनी रूह की झलक दिखलायी । इस जमाने की घोर मुसीबतों से कुचली जाने के कारण उसे भूतकाल के असहाय गीत गाने और भविष्य के गोल-मोल स्वप्न देखने में तसल्ली मालूम होती थी। मगर वह आए और उन्होंने हमारे दिलों को आशा और हमारे जीर्ण-शीर्ण शरीर को बल दिया और भविष्य की एक मनोमोहक दृष्टि दिखाई। इटली के दो- मुँह देवता जेनस की तरह भारत पीछे भूतकाल की तरफ और आगे भविष्यकाल की तरफ देखने लगा और दोनों के समन्वय की कोशिश करने लगा ।
हममे से कितने ही इस किसान दृष्टि से कटकर अलग हो गये थे और पुराने आचार-विचार और धर्म हमारे लिए विदेशी से बन गये थे । हम अपने को आधुनिक कहते थे और प्रगति, उद्योगीकरण, ऊँचे रहन-सहन और सामूहीकरण की भाषा मे सोचते थे । किसान के दृष्टिकोण को हम प्रतिगामी समझते थे और कुछ लोग, जिनकी संख्या बढ़ रही है, समाजवाद और कम्यूनिज्म को अनुकूल दृष्टि से देखते थे । ऐसी दशा में यह प्रश्न है कि हमने कैसे गांधीजी की राजनीति में उनका साथ दिया और किस तरह बहुत सी बातों में उनके भक्त और अनुयायी बन गये? इस सवाल का जवाब देना मुश्किल है और जो गांधीजी को नही जानता है उसे उस जवाब से तसल्ली न हो सकेगी । बात यह है कि व्यक्तित्व एक ऐसी चीज है जिसकी व्याख्या नही हो सकती । वह एक अजीब ताकत है जिसका मनुष्य के अंतरात्मा पर अधिकार हो जाता है और गांधीजी के पास यह शक्ति बहुत बड़े परिमाण में है और जो लोग उनके पास आते हैं उन्हे वे अक्सर पृथक रूप में दिखायी पडते है । यह ठीक है कि वह लोगों को आकर्षित करते हैं, मगर लोग जो उन तक गए और जाकर ठहर गये है सो तो आखिर में अपने बौद्धिक विश्वास के कारण है।
वह उनके जीवन-सिद्धांत से या उनके कितने ही आदर्शों से भी सहमत न थे, कई बार तो वे उन्हे समझते भी न थे, मगर जिस कार्य को करने का उन्होंने आयोजन किया वह एक प्रत्यक्ष वस्तु थी, जिसे समझा जा सकता था और उसकी कदर भी की जा सकती थी। हमारी निष्क्रियता और अकर्मण्यता की लम्बी परम्परा के बाद, जो कि हमारी मुर्दा राजनीति में पोषित चली आ रही थी, किसी भी प्रकार के कार्य का स्वागत ही हो सकता था। फिर एक बहादुराना और उपयोगी कार्य का तो, जिसके की आस पास नैतिकता का तेज़ भी जगमगा रहा हो, पूछना ही क्या ! बुद्धि और भावना दोनों पर उसका असर हुए बिना नहीं रह सकता था। फिर धीरे धीरे उन्होंने अपने कार्य के सही होने का भी हमें कायल कर दिया और हम उनके साथ हो लिए , हालाँकि हमने उनके जीवन तत्त्व को स्वीकार नहीं किया। कार्य को मूलभूत विचार से अलग रखना शायद ठीक तरीका नहीं है और उससे आगे चलकर कठिनाई और मानसिक संघर्ष हुए बिना नहीं रह सकता। हमने मोटे तौर पर यह उम्मीद की थी की गांधीजी चूँकि एक कर्मयोगी हैं और बदलनेवाली हालातों का उन पर बहुत जल्दी असर होता है , इसलिए वह उस रस्ते पर आगे बढ़ेंगे जो हमें सही नज़र आता है। और हर हालत में वह जिस रस्ते पर चल रहे थे अब तक तो सही ही था और अगर आगे चलकर हमें अलग अलग रस्ते चलना पड़े तो उसका पहले से ख्याल बनाना बेवकूफी होगी।
इस सब से यह ज़ाहिर होता है की न तो हमारे विचार सुलझे हुए थे और न निश्चित। हमेशा हमारे दिल में यह भावना रही की हमारा मार्ग चाहे अधिक तर्कसंगत हो मगर गांधीजी हिंदुस्तान को हमसे कही ज़्यादा अच्छी तरह जानते हैं और जो शख्स इतनी ज़बरदस्त श्रद्धा भक्ति का अधिकारी बन जाता है उसके अंदर कोई ऐसी बात अवश्य होनी चाहिए जो जनता की आवश्यकताओं और ऊँची आकांक्षाओं के माफ़िक हो। हमने सोचा की यदि हम उनको अपने विचारों का कायल कर सकें तो हम जनता को भी अपने मत का बना सकेंगे , और हमें वह संभव दिखाई पड़ता था की हम उनको कायल कर सकेंगे , क्योंकि उनके किसान दृश्टिकोण रहते हुए भी वह एक पैदाइशी विद्रोही हैं, एक क्रन्तिकारी हैं जो भारी परिवर्तनों के लिए कमर कसे रहते हैं और उन्हें परिणाम की आशंकाएँ रोक नहीं सकती।
१९३१ का साल सचमुच हमारे लिए एक अद्भुत साल था और ऐसा मालूम होता था की गांधीजी ने अपनी जादू की छड़ी से हमारे देश का नक्शा ही बदल दिया है। कोई ऐसा मूर्ख तो नहीं था जो यह समझता कि हमने ब्रिटिश सर्कार पर आख़िरी
विजय पा ली है। हमें जो अभिमान होता था उसका सरकार से कोई ताल्लुक नहीं था। हमें तो अपने लोगों, अपनी बहनों, अपने नौजवानों और बच्चों पर , इस आंदोलन में जिस तरह उन्होंने योगदान दिया उस पर फ़क्र था। वह एक आध्यात्मिक लाभ था जो की किसी भी समय और किन्हीं भी लोगों के लिए कीमती था। मगर हमारे लिए तोह , जो की ग़ुलाम और कुचले हुए हैं, दुहरा उपकार था , और हमें इस बात की चिंता थी की कोई ऐसी बात न हो जिससे यह लाभ हमसे छिन जाए।
खासकर मुझ पर तो गांधीजी ने असाधारण कृपा और ममता दिखाई है और मेरे पिताजी की मृत्यु ने तो उन्होनें खासतौर से मेरे नज़दीक ला दिया है। मुझे जो कुछ कहना होता था, उसको वह बहुत ही धीरज के साथ सुनते थे और मेरी इच्छाओं को पूरी करने के लिए उन्होंने हर तरह की कोशिश की है। इससे अवश्य ही मैं यह सोचने लगा कि यदि मैं और कुछ दूसरे साथी उन पर लगातार अपना असर डालते रहे तो संभव है उन्हें समाजवाद की ओर प्रेरित कर सकें, और उन्होंने खुद भी यह कहा था कि जैसे जैसे मुझे रास्ता दिखाई देगा मैं एक एक कदम बढ़ाता जाऊंगा। उस वक्त मुझे ऐसा मालूम पड़ता था की एक दिन वे अनिवार्यतः समाजवाद के मूल सिद्धांत या स्थिति को स्वीकार कर लेंगे ;
क्योंकि मुझे तो मौजूदा समाज-व्यवस्था में हिंसा, बेइन्साफी, खराबी और नाश से बचने का दूसरा कोई रास्ता दिखाई नहीं देता था । मुमकिन है कि साधनों से उनका मतभेद हो, मगर आदर्श से नहीं । उस वक्त मैंने यही ख्याल किया था । मगर अब मैं महसूस करता हूँ कि गांधीजी के आदर्शों में और समाजवाद के ध्येय में मूल भेद है ।
