Every intelligent person knows that the world is in a state of intellectual turmoil to-day, and that there is a vague or acutely-felt, but in any case a tremendous, dissatisfaction with existing conditions. Far-reaching changes are taking place before our eyes, and the future, whatever shape it might take, is not a remote, far-off thing which arouses a purely academic interest in the detached minds of philosophers, sociologists and econo- mists. It is a matter which affects every human being for better or for worse, and surely it is every citizen's duty to try to under- stand the various forces at play and decide on his own course of action. A world is coming to an end, and a new world is taking shape. To find an answer to a problem it is necessary to know what it is. Indeed it is as important to know the problem as to seek a solution for it.
Unhappily there is an astonishing ignorance or indifference to world happenings among our politicians. Probably this ignorance extends to the great majority of the official element in India, for the Civil Service lives happily and complacently in a narrow world of its own. Only the topmost of our officials have to consider these problems. The British Government of course has to keep world events in view and to develop its policy accordingly. It is common knowledge that British foreign policy has been considerably influenced by the possession and protection of India. How many Indian politicians consider that Japanese imperialism, or the growing strength of the Soviet Union, or the Anglo-Russo-Japanese intrigues in Sinkiang, or the events in Central Asia or Afghanistan or Persia, have an intimate bearing on Indian politics? The Central Asian situa- tion obviously affects the position of Kashmir and makes it a pivot of British policy and defence.
Even more important are the economic changes that are rapidly taking place the world over. We must realise that the nineteenth-century system has passed away, and has no appli- cation to present-day needs. The lawyer's view, so prevalent in India, of proceeding from precedent to precedent is of little use when there are no precedents. We cannot put a bullock- cart on rails and call it a railway train. It has to give way and be scrapped as obsolescent material. Even apart from Russia, there is talk of New Deals and vast changes. President Roose- velt, with every desire to retain and strengthen the capitalist system, has with great courage inaugurated enormous schemes which may change American life. He talks of "weeding out the over-privileged and effectively lifting up the under-privi- leged". He may or may not succeed, but the courage of the man and his desire to pull his country out of the ruts are undeniable. He is not afraid of changing his policy or of admitting mistakes. In England Mr. Lloyd George has come out with his 'New Deal'. We want many New Deals in India too. The old assumption that "whatever is worth knowing is already known, and whatever is worth doing has already been done," is perilous nonsense.
We have to face many questions, and we must face them boldly. Has the present social or economic system a right to exist if it is unable to improve greatly the condition of the masses? Does any other system give promise of this wide- spread betterment? How far will a mere political change bring radical improvement? If vested interests come in the way of an eminently desirable change, is it wise or moral to attempt to preserve them at the cost of mass misery and poverty? Surely the object is not to injure vested interests, but to prevent them from injuring others. If it was possible to come to terms with these vested interests, it would be most desirable to do so. People may disagree with the justice or injustice of this, but few will doubt the expediency of a settlement. Such a settlement obviously cannot be the removal of one vested interest by the creation of another. Whenever possible and desirable, reasonable compensation might be given, for a conflict is likely to cost far more. But, unhappily, all history shows that vested interests do not accept such compromises. Classes that have ceased to play a vital part in society are singularly lacking in wisdom. They gamble for all or nothing, and so they fade
away.
In considering a method for changing the existing order we have to weigh the costs of it in material as well as spiritual terms. We cannot afford to be too shortsighted. We have to see how far it helps ultimately in the development of human happiness and human progress, material and spiritual. But we have always to bear in mind the terrible costs of not changing the existing order, of carrying on as we do to-day with our enormous burden of frustrated and distorted lives, starvation and misery, and spiritual and moral degradation. Like an ever-recurring flood this present economic system is continually overwhelming and carrying away to destruction vast numbers of human beings. We cannot check the flood or save these people by some of us carrying water away in a bucket. Em- bankments have to be built and canals, and the destructive power of the waters has to be converted and used for human betterment.
It is obvious that the vast changes that socialism envisages cannot be brought about by the sudden passing of a few laws. But the basic laws and power are necessary to give the direction of advance and to lay the foundation of the structure. If the great building-up of a socialised society is to proceed, it cannot be left to chance nor can it be done in fits and starts with intervals of destruction of what has been built. The major obstructions have thus to be removed. The object is not to deprive, but to provide; to change the present scarcity to future abundance. But in doing so the path must necessarily be cleared of impediments and selfish interests which want to hold society back. And the path we take is not merely a question of what we like or dislike or even of abstract justice, but what is economically sound, capable of progress and adaptation to changing conditions, and likely to do good to the largest num- ber of human beings.
A clash of interests seems inevitable. There is no middle path. Each one of us will have to choose our side. Before we can choose, we must know and understand. The emotional appeal of socialism is not enough. This must be supplemented by an intellectual and reasoned appeal based on facts and arguments and detailed criticism. In the West a great deal of this kind of literature exists, but in India there is a tremendous lack of it, and many good books are not allowed entry here. But to read books from other countries is not enough. If socialism is to be built up in India it will have to grow out of Indian con- ditions, and the closest study of these conditions is essential. We want experts in the job who study and prepare detailed plans. Unfortunately our experts are mostly in Government service or in the semi-official universities, and they dare not go far in this direction.
Marx may be wrong in some of his statements, or his theory of value; this I am not competent to judge. But he seems to me to have possessed quite an extraordinary degree of insight into social phenomena, and this insight was apparently due to the scientific method he adopted. This method, applied to past history as well as current events, helps us in understanding them far more than any other method of approach, and it is because of this that the most revealing and keen analysis of the changes that are taking place in the world to-day come from Marxist writers. It is easy to point out that Marx ignored or underrated certain subsequent tendencies. like the rise of a revolutionary element in the middle class, which is so notable to- day. But the whole value of Marxism seems to me to lie in its absence of dogmatism, in its stress on a certain outlook and mode of approach; and in its attitude to action. That outlook helps us in understanding the social phenomena of our own times, and points out the way of action and escape.
Even that method of action was no fixed and unchangeable road, but had to be suited to circumstances. That, at any rate, was Lenin's view, and he justified it brilliantly by fitting his action to changing circumstances. He tells us that: "To at- tempt to answer 'yes' or 'no' to the question of the definite means of struggle, without examining in detail the concrete situation of a given moment at a given stage of its develop- ment, means to depart altogether from the Marxian ground.' And again he said: "Nothing is final; we must always learn from circumstances.'
Because of this wide and comprehensive outlook, the real understanding communist develops to some extent an organic sense of social life. Politics for him cease to be a mere record of opportunism or a groping in the dark. The ideals and objectives he works for give a meaning to the struggle and to the sacrifices he willingly faces. He feels that he is part of a grand army marching forward to realise human fate and destiny, and he has the sense of 'marching step by step with history'.
The success or failure of the Russian social experiments do not directly affect the validity of the Marxian theory. It is conceivable, though it is highly unlikely, that a set of untoward circumstances or a combination of powers might upset those experiments. But the value of those mighty social upheavals will still remain. With all my instinctive dislike for much that has happened there, I feel that they offer the greatest hope to the world. I do not know enough and I am not in a position to judge their actions. My chief fear is that the background of too much violence and suppression might bring an evil trail behind them which it may be difficult to get rid of. But the greatest thing in favour of the present directors of Russia's destiny is that they are not afraid to learn from their mistakes. They can retrace their steps and build anew. And always they keep their ideal before them.

हरेक अक्लमंद आदमी जानता है कि संसार इस समय एक विचार- क्रान्ति के बीच में है, और हमेशा मौजूदा परिस्थितियों के प्रति अस्पष्ट या स्पष्ट रूप से महसूस होनेवाला घोर असंतोष फैल रहा है। हमारे देखते- ही-देखते बड़े महत्त्व के परिवर्तन हो रहे हैं, और भविष्य, चाहे उसका रूप कुछ भी हो, कोई ऐसी दूर की चीज़ नही है, जो केवल दार्शनिक, समाज शास्त्री या अर्थ शास्त्री के मस्तिष्क मे दिलचस्पी पैदा करता हो । यह एक ऐसी वस्तु है, जिसकी प्रत्येक व्यक्ति के हित अथवा अहित से सम्बन्ध होगा, इसलिए निश्चय ही प्रत्येक नागरिक का कर्तव्य है कि आज जो विभिन्न शक्तियाँ काम कर रही हैं उन्हें वह समझे और अपना कर्तव्य-पथ निश्चित करे, पुरानी दुनिया खत्म होने जा रही है और एक नये संसार का निर्माण हो रहा है। किसी समस्या का जवाब ढूंढने के लिए यह जरूरी है कि पहले यह जान लिया जाय कि वह है क्या ? निस्सन्देह समस्या को समझना उतना ही महत्त्व रखता है, जितना कि उसका हल निकालना |
अफसोस है कि हमारे राजनीतिज्ञ दुनिया की समस्याओं से आश्चर्यजनक रूप से अनजान है, या उनके प्रति उदासीन है । संभवत यह अज्ञान अधिकांश सरकारी अफसरों तक बढा हुआ है, क्योंकि सिविल-सर्विस वाले बड़े मजे और संतोष के साथ अपने ही छोटे से दायरे में रहना पसंद करते हैं। केवल सर्वोच्च अधिकारियों को ही इन समस्याओं पर विचार करना पड़ता है । ब्रिटिश सरकार को तो अवश्य ही लिखी हुई घटनाओं का ध्यान रखना पड़ता है और उन्हीं के अनुसार अपनी नीति तय करनी पड़ती है । यह दुनिया जानती है कि ब्रिटिश वैदेशिक नीति पर हिंदुस्तान के आधिपत्य और उसकी रक्षा का बहुत बड़ा प्रभाव रहता है | भला कितने ही भारतीय राजनीतिज्ञ यह विचारने की तकलीफ गवारा करते हैं कि जापान के साम्राज्यवाद, या रूस के सोवियत संघ की बढती हुई ताकत, या सिंच्यांग में होनेवाले ब्रिटिश-रूस-जापानी साजिश अथवा मध्य एशिया या अफगानिस्तान या फारस की घटनाओं का हिन्दुस्तान की राजनैतिक समस्या के साथ अत्यन्त गहरा सम्बन्ध है ? मध्य एशिया की स्थिति का प्रत्यक्ष परिणाम कश्मीर पर पड़ता है, इसलिए वह ब्रिटिश सरकार की साधारण और रक्षण नीति का आधार स्तम्भ बन गयी है।
किन्तु इससे भी अधिक महत्त्व के हैं वे आर्थिक परिवर्तन, जो आज सारे संसार में हो रहे हैं। हमें जान लेना चाहिए कि उन्नीसवीं-सदी का तौर-तरीका गुज़र चुका है और वर्तमान आवश्यकताएँ उसके जरिये पूरी नहीं की जा सकती। वकीलों का नजीरें दे-देकर आगे बढ़ने का तरीका, हिन्दुस्तान में इतना अधिक प्रचलित है, जो अब, जब कि नजीरें ही नहीं हैं, कुछ काम का नही रहा । बैलगाड़ी को रेल की पटरी पर रखकर उसे रेलगाड़ी नहीं कहा जा सकता । इसको बेकार समझ कर छोड़ देना होगा, और उसकी जगह दूसरे को देनी होगी। रूस के अलावा और जगह भी 'नवीन योजनाओं' और महान् परिवर्तनों की चर्चाएँ हो रही हैं । सब प्रकार से पूंजीवादी प्रणाली को कायम रखने और मजबूत करने की इच्छा से प्रेसिडेंट रूजवेल्ट ने अत्यंत साहस भरी ऐसी योजनाएं प्रचलित की है, जिससे अमेरिका का सारा जीवन ही बदल सकता है। उसने बहुत बड़े-बड़े खास अधिकार पाये हुए वर्ग को उखाड़ फेंकने और पिछड़े निम्न वर्ग को सक्रिय रूप से उन्नत बनाने की" घोषणा की है । वह सफल हो या न हो, यह बात दूसरी है, लेकिन उस व्यक्ति का साहस और अपने देश को पुरानी लीक से बाहर खींच निकालने की उसकी महत्वाकांक्षा अवर्णनीय है । अपनी नीति बदलने या अपनी भूलों को स्वीकार करने में भी वह नहीं हिचकिचाता | इग्लैण्ड में श्री लॉयड जार्ज अपनी 'न्यू डील' (नयी योजना) लेकर सामने आये है । हम भारत में भी कई नई योजनाएं चाहते हैं । यह पुरानी धारणा कि जो कुछ जानने लायक है, वह सर्व जान लिया गया है, और जो कुछ करने लायक है, वह सब कुछ किया जा चुका है" एक खतरनाक बेवकूफी है ।
हमें बहुत-सी समस्याओं का सामना करना है और वह हमें बहादुरी के साथ करना चाहिए। क्या आज की सामाजिक और आर्थिक प्रणाली को जिन्दा रहने का कोई अधिकार है जब कि वह जन साधारण की अवस्था में अधिकतर तरक्की करने में असमर्थ है ? क्या कोई दूसरी प्रणाली इस प्रकार व्यापक प्रगति का आश्वासन देती है ? केवल राजनीतिक परिवर्तन से किस हद तक क्रान्तिकारी प्रगति हो सकती है ? अगर किसी प्रमुख आवश्यक परिवर्तन के रास्ते में स्थापित निहित स्वार्थ बाधक हो तो क्या यह बुद्धिमानी और नैतिकता होगी कि जन-समूह की दुख-दरिद्रता की कीमत पर उसको कायम रखने का प्रयत्न किया जाए ? अवश्य ही उद्देश्य स्थापित स्वार्थी को आघात पहुंचाना नहीं है, बल्कि उनको दूसरे लोगों पर आधार करने से रोकना है । अगर इन स्थापित स्वार्थों से समझौता होना मुमकिन हो, तो वह कर लेना अत्यन्त वांछनीय होगा । लोग भले ही उसके भलाई-बुराई के सम्बन्ध में मतभेद रखें, लेकिन समझौते की सामाजिक उपयोगिता में बहुत कम संदेह होगा । साफ है कि यह समझौता इस प्रकार नही हो सकता कि एक नया स्थापित स्वार्थ कायम करके दूसरे स्थापित हित को हटाया जाए। जब कभी भी मुमकिन और ज़रूरी हो, समझौते के लिए उपयुक्त मुवावजा दिया जा सकता है, क्योंकि झगड़े से ज्यादा नुकसान होने की सम्भावना है । मगर, अफ़सोस है, कि सारा इतिहास यह बताता है कि स्थापित हितवाले ऐसे मंज़ूर नहीं करते। वे वर्ग, जो कि समाज के प्रमुख अंग नहीं रह गये हैं, काफी विवेकशून्य होते हैं । वे सब कुछ या न कुछ के लिए अपने प्राणी को बाजी लगा देते हैं और इस तरह अपना खात्मा कर लेते है ।
मौजूदा हालात बदलने का उपाय निश्चित करते समय हमें भौतिक और आध्यात्मिक दृष्टि से उसकी उपयोगिता का अन्दाजा करना होगा । बहुत संकुचित दृष्टि बनाये रखने से हमारा काम चल नहीं सकता- हमें दूरदर्शी बनना होगा । हमें देखना होगा कि इस परिवर्तन से, भौतिक और आध्यात्मिक दृष्टियों से मनुष्य को सुख-समृद्धि की वृद्धि में कहाँ तक सहायता मिलेगी । लेकिन हमें इस बात का भी सदा ध्यान रखना होगा कि मौजूदा व्यवस्था को न बदलकर हमारे निराशामय और कुत्सित भुखमरी और गरीबी और आध्यात्मिक तथा नैतिक पतन के गहन भार सहित उसे ज्यो-का-त्यो चलते रहने देने के लिए, हमें कितनी जबरदस्त कीमत चुकानी पड़ती हैं । हमेशा बहने वाली प्रलय की बाढ़ की तरह वर्तमान आर्थिक व्यवस्था अगणित मानव प्राणियों को लगातार कुचलती हुई तबाही की ओर लिए जा रही है । हममें से कुछ लोग बाल्टी से पानी उलीच उलीचकर इस बाढ़ को रोक नहीं सकते और इन प्राणियो को बचा नही सकते । बाँध बनवाने होगे, नहरे निकालनी होगी, जल की नाशक शक्ति को बदलना और मनुष्य की भलाई के लिए उसका प्रयोग करना होगा ।
यह साफ है कि समाजवाद जो महान परिवर्तन लाना चाहता है, वह कुछ कानूनों के सहसा पार कर लेने मात्र से नहीं हो सकता । लेकिन और आगे बढ़ने और इमारत की नींव रखने के लिए कानून बनाने की मूल सत्ता का हाथ में होना जरूरी है । अगर समाजवादी समाज का महान् निर्माण करना है तो वह न तो भाग्य के भरोसे पर छोड़ा जा सकता है, न रुक-रुक कर, जितना कुछ बनाया गया है तोड़ने का अवसर देते हुए, काम करने से वह पूरा हो सकता है। इस तरह प्रमुख रुकावटों को हटाना होगा। हमारा उद्देश्य किसी को वंचित करना नहीं, बल्कि सम्पन्न करना है, वर्तमान दरिद्रता को सम्पन्नता में बदल देना है। लेकिन ऐसा करने के लिए रास्ते में से सब रुकावटों और स्वार्थों को जोकि समाज को पीछे रखना चाहते है, ज़रूर ही हटाना होगा। और जो रास्ता हम लेंगे, वह सिर्फ इस प्रश्न पर निर्भर नहीं है कि हम क्या पसन्द करते हैं या क्या पसन्द नहीं करते, अथवा न केवल सैद्धान्तिक न्याय पर ही, बल्कि इस बात पर निर्भर होगा कि वह आर्थिक दृष्टि से ठीक हो, उन्नति की तरफ ले जा सकने योग्य हो और जिससे ज्यादा से ज्यादा जन-समाज का कल्याण हो सके ।
हितों अथवा स्वार्थों का संघर्ष अनिवार्य है। कोई बीच का रास्ता नहीं है । हममें से हरेक को अपना रास्ता चुनना होगा। लेकिन चुनने से पहले हमें उसे जानना होगा, समझना होगा। समाजवाद की भावुकता-पूर्ण अपील से काम नहीं चलेगा । सच्ची घटनाओं का दलीलों भी विस्तृत आलोचना के साथ विवेक और युक्तिपूर्ण अपील भी होना चाहिए । पश्चिम में तो इस तरह का साहित्य बहुतायत में मौजूद है, लेकिन भारत में उसका भयंकर अभाव है, और बहुत-सी अच्छी- अच्छी किताबों का यहां आना रोक दिया गया है। लेकिन विदेशों की पुस्तकों को पढ़ना ही काफी नहीं है। अगर भारत में समाजवाद की रचना होनी है, तो वह भारतीय परिस्थितियों के आधार पर ही होगा और इसके लिए उनका बारीकी से अध्ययन होना आवश्यक है। हमें इसके लिए ऐसे विशेषज्ञों की जरूरत है, जो गहरे अध्ययन के बाद एक सर्वांगीण योजना तैयार कर सकें। बदकिस्मती से हमारे विशेषज्ञ अधिकांश मे सरकारी नौकरियों में या अर्ध सरकारी यूनिवर्सिटियों में फंसे हुए हैं. और वे इस दिशा में आगे बढ़ने का साहस नहीं कर सकते ।
मूल्यो के सिद्धान्त (Theory of Value ) या दूसरी किन्ही बातों मे मार्क्स का विवेचन गलत हो सकता है, मैं उसका निर्णय करने के लिए उपयुक्त नही हूँ, फिर भी मैं समझता हूँ कि समाज विज्ञान मे उसकी एक असाधारण और अत्यन्त गहन गति थी और प्रत्यक्ष मे इसका कारण था वह वैज्ञानिक शैली जो उसने अख्तियार की थी । अगर इस शैली के अनुसार पूर्व इतिहास या वर्तमान घटनाओं का अध्ययन किया जाए तो अन्य किसी भी प्राप्त शैली की अपेक्षा वह जल्दी हो सकेगा, और यही कारण है कि आधुनिक जगत में होनेवाले परिवर्तनों का जो आलोचनात्मक और शिक्षादायक विवेचन हो रहा है, वह मार्क्स - मतानुयायी लेखकों की ओर से ही हो रहा है । यह कहना आसान है कि मार्क्स ने, मध्यम-वर्ग में होनेवाली क्रांतिकारी भावनाओं की जागृति, जो आज इतनी प्रत्यक्ष है, और ऐसी ही कुछ दूसरी प्रवृत्तियों की उपेक्षा की । लेकिन मार्क्सवाद की सबसे बड़ी विशेषता जो मुझे मालूम होती है, वह है उसमे कट्टरता का अभाव होना, निश्चित दृष्टिकोण पर आग्रह रखना और उसकी क्रियाशीलता । यह दृष्टिकोण हमें अपने समय के समाज को समझने में सहायता कर सकता है और काम करने का तरीका और बाधाओं से बचने का उपाय बता सकता है ।
लेकिन कार्य का वह तरीका भी स्थायी अथवा न बदला जा सकने-वाला नहीं है, बल्कि उसे स्थिति के अनुकूल बनाया जा सकता है । कम-से-कम लेनिन की यही राय थी और उसने बदलती हुई परिस्थितियों के अनुसार काम करके बुद्धिमत्ता पूर्वक उसे साबित भी कर दिया। वह हमसे कहता है कि "किसी खास अवसर की वास्तविक परिस्थिति का, विकास की एक विशेष सीमा तक पहुँच जाने पर, विस्तृत रूप से परीक्षण किये बिना, किसी संघर्ष के निश्चित साधनों के प्रश्न पर 'ही' या 'ना' कह देना मार्क्स पद्धति का बिलकुल उल्लंघन करना है ।" उसने फिर कहा है -- "दुनिया में कुछ भी पूर्ण नहीं है, परिस्थितियों से हमें हमेशा शिक्षा लेनी होगी ।"
इस विस्तृत और व्यापक दृष्टिकोण के कारण ही एक सच्चा समझदार साम्यवादी व्यक्ति, एक हद तक सामाजिक जीवन की सजीव भावना जगाता है। राजनीति उसके लिए तात्कालिक हानि-लाभ का लेखा या अंधेरे मे टटोलने की चीज नहीं रह जाती। जिन आदर्शों और लक्ष्यों को पूरा करने के लिए वह प्रयत्न करता है, वे उसके लिए परिश्रम और उसके प्रसन्नतापूर्वक किये हुए बलिदान को सार्थक और सफल बनाते है । वह समझता है कि वह उस महान सेना का एक अंग है जो मनुष्य- जाति का भाग्य और उसका भविष्य रचने के लिए आगे बढ़ रही है, और 'इतिहास के साथ कदम-व-कदम चलने’ की उसमें बुद्धि है ।
रूस के समाजवादी प्रयोगो की सफलता-असफलता का मार्क्स के सिद्धान्तो पर कोई जाहिरा असर नही पड़ता । यह हो सकता है, हालाँकि इसकी अधिक सम्भावना नही है, कि प्रतिकूल परिस्थितियों या राष्ट्र-शक्तियों का इकट्ठा हो जाना उन प्रयोगों को तहस-नहस कर डाले । लेकिन उस महान् सामाजिक उथल-पुथल का महत्त्व फिर भी बना ही रहेगा । वहाँ बहुत कुछ जो हुआ, उसके प्रति मेरी स्वाभाविक अरुचि होते हुए भी में यह समझता हूँ कि वह संसार के लिए ज्यादा-से-ज्यादा आशा का संदेश देता है । मुझे रूस का पूरा ज्ञान नहीं है, और न मै अपने आपको उसके कार्यो का उपयुक्त निर्णायक ही समझता हूँ | मेरा डर तो यह है कि अत्यधिक हिंसा और दमन का वातावरण उनके पीछे कही ऐसी भयंकर लीक न छोड़ जाए, जिससे उनका पीछा छुडाना मुश्किल हो जाए । लेकिन सबसे बड़ी बात जो रूस के वर्तमान भाग्य-विधाताओ के पक्ष मे कही जा सकती है, वह यह है कि वे लोग अपनी भूलों से शिक्षा ग्रहण करने मे नही हिचकते । वे अपना कदम पीछे ले सकते हैं, और फिर नये सिरे से शुरू कर सकते है । अपने आदर्श को वे हमेशा अपने सामने रखते है ।
