Excerpts from Speeches on Israel and Palestine

The World Peace Council has been leading a worldwide campaign for the imposition of sanctions against Israel to compel it to withdraw from the occupied Arab territories which is in conformity with the UN resolutions. The WPC and its national committees have intensified their actions for the mobilization of public opinion in solidarity with the Arab People.
The question before the world is this: How long can the peaceloving governments and peoples tolerate the continued obstruction by the United States of any effective measures to compel Israel to end its aggression, withdraw from the occupied territories and implement United Nations resolutions on the legitimate rights of the Palestinian people? The answer is: to wait longer is to endanger peace in the Middle East and in the world.
It is for this reason that the World Peace Council today campaigns to urge all governments and peoples to carry out themselves the actions which the United Nations is prevented from carrying out as a consequence of the veto of one country.
The vast majority of the governments have voted for important resolutions calling for action against Israel in the general assembly of the United Nations. They can also take steps directly which the US veto in the security council prevents from being taken through the United Nations. It is necessary to emphasize the vital importance at this time of the role of world opinion. The Israeli aggression is now no longer in any sense at the same level as it had been for the last few years.
The attitude of the Israeli rulers in regard to the occupied areas has also reached a new stage. Today there is no longer any pretence on their part that they are ready to consider eventual withdrawal from all these territories. The changes being made in the political and demographic composition of these territories are proof of the determination of Israeli rulers to take permanent possession of the territories they occupied in the June war.
The security council debates in June and July of 1973 and the attitude of the United States and Israel clearly demonstrate that they are determined to defy the United Nations and world public opinion and are in no mood whatsoever to seek a political solution. The negative attitude of Israel to the visit in August of United Nations secretary general Dr. Krut Waldheim, is another proof of this determination of the part of the Israeli rulers to continue their aggression and carry it to still newer stages.
The World Peace Council has decided on a new programme of action for the mobilisation of public opinion for peace and justice in the Middle East. In the carrying out of this programme special emphasis is being laid on campaigns for the implementation of UN resolutions and to expose the crimes committed in the Arab territories.

Among the most important effective and powerful of the solidarity movements led by the World Peace Council and the national organisations represented in it from over 125 countries, has been the movement of solidarity with the people of Palestine, fighting for their just national rights.
This movement, which has always been at the core of the peace movement’s continuous campaigns for peace and justice in the Middle East, developed and grew as the Palestine people’s liberation struggle developed and grew, as it took on a more and more organized and united character.
The World Peace Council is particularly proud of the outstanding work carried out by it for the recognition of the Palestine Liberation Organisation as the sole genuine representative of the people of Palestine, and for support to its programme and policies.
The close personal friendship which exists today between the World Peace Council and Mr. Yasser Arafat and the entire leadership of the Palestine Liberation Organisation has been a matter of special significance and importance.
World public opinion has recognized Palestine’s struggle as that of a real genuine liberation movement, united, strong, having its own principles and its clear-cut politics. All the efforts of imperialism and zionism to depict the Palestinian struggle as a struggle of “adventurers”, of “terrorists”, have met with total failure.
This new stage has been reached equally because of the solidarity of the anti-imperialist forces in the Arab world with the Palestine resistance. All the forces of reaction linked with imperialism have been unable to prevent the onward march of the Palestinian people.
If Palestinian sacrifices and unity, if Arab sacrifices and unity have been vital for Palestine’s victories, so also has been the unity of the anti-imperialist forces of the world with the Palestinian people.
This new stage in Palestine’s struggle has been reached also because of the support to the Palestinian cause, to the Arab cause, of the Soviet Union and other socialist countries. We have reached this stage because of the support of the nonaligned world to the Palestinian people, because of the support of the democratic forces in the imperialist countries themselves. We have reached this stage also because of the courage of men and women inside Israel itself who have fought against the Israeli rulers’ policy of aggression, and have extended their solidarity to the Palestinian people.
This new period means new responsibilities and new perils. This is a comment when Israel faces greater isolation than ever before. This is a moment when the Palestine liberation movement is stronger than ever before.
And it is precisely because of this fact that the Israeli ruler act with greater desperation and greater frenzy than ever. The Israeli rulers are fighting their last battle, but this battle can be the most dangerous. Facing their end, they seek to plunge the entire region and the world into war.

We think today of the heroic people of Palestine fighting for their just rights. Some very powerful countries threaten us with dire consequences if we dare say, as the United Nations has said, that Zionism is a form of racism. I know that there are many who do not see Zionism in this light. But the fact is that Zionism, the way it is being practiced in the Arab occupied areas and in Israel itself, is, as the United Nations resolutions states, racist in every sense of the word. The struggle against the racist practices of the Israeli authorities is not a struggle separate from the struggle in southern Africa or from the struggle in the United States of America. The struggle against racism is one struggle.
I come from a land which was under British imperialism for a long time. We know the meaning of racism. In the year in which I was born, my part of the country was placed under martial law. All that has happened was that the forces of liberation had struck and in the course of that fight one or two of the forces of the enemy had been killed. And in retaliation, every Indian, when he passed a particular place, in the city of Amritsar had to crawl. It was called the crawling order. That was what happened under “martial law”. “Martial law” meant that when you walked in the street, every time you come across a white man, you had to stop, bow and salute. If you were on a horse, you had to get off the horse; if you were in a carriage, you had to get out of the carriage and salute the white man. This is racism in every sense of the word, and imperialism is based on racism and the domination of one people by another built on the concept of superiority of race.
My children are brown, and your children are white or black or yellow, but all the children--black or brown or white or yellow or red--- are the children of this earth, and they must all live together in peace, eating sweets together and playing together.
So what we are pleading ourselves to do is that we shall not rest until we achieve what Du Bois aimed to do, what Paul Robeson aimed to do, what all the great leaders of the liberation struggle in every part of the world are aiming to do: we are going to create the kind of world in which all children shall play and in which no child will be burnt by napalm, no child will go hungry, no child will be thrown into the ghetto, and in which all children will know what a sweet tastes like.

विश्व शांति परिषद इजरायल के खिलाफ प्रतिबंध लगाने के लिए एक विश्वव्यापी अभियान का नेतृत्व कर रही है ताकि उसे उसके कब्ज़ा करे हुए अरब क्षेत्रों से हटने के लिए मजबूर किया जा सके जो संयुक्त राष्ट्र के प्रस्तावों के अनुरूप है। विश्व शांति परिषद और इसकी राष्ट्रीय समितियों ने अरब लोगों के साथ एकजुटता में लोगों की समझ जुटाने के लिए अपने कार्यों को तेज कर दिया है।
दुनिया के सामने सवाल यह है: शांतिप्रिय सरकारें और लोग कब तक इजरायल को अपनी आक्रामकता को समाप्त करने, कब्जे वाले क्षेत्रों से हटने और वैध अधिकारों पर यूनाइटेड नेशंस के फिलिस्तीनी लोगों पर प्रस्तावों को लागू करने के लिए मजबूर करने के किसी भी प्रभावी उपाय में अमेरिका द्वारा निरंतर बाधा को सहन कर सकते हैं। उत्तर है: अधिक समय तक प्रतीक्षा करना मध्य पूर्व और विश्व में शांति को खतरे में डालना है।
यही कारण है कि विश्व शांति परिषद आज सभी सरकारों और लोगों से उन कार्यों को स्वयं करने का आग्रह करने के लिए अभियान चला रही है जिन्हें यूनाइटेड नेशंस एक देश के वीटो के परिणामस्वरूप करने से रोकता है।
यूनाइटेड नेशंस की आम सभा में अधिकांश सरकारों ने इज़राइल के खिलाफ कार्रवाई के लिए महत्वपूर्ण प्रस्तावों के लिए मतदान किया है। वे सीधे ऐसे कदम भी उठा सकते हैं जिन्हें सुरक्षा परिषद में अमेरिकी वीटो यूनाइटेड नेशंस के माध्यम से उठाने से रोकता है। इस समय विश्व जनमत की भूमिका के अत्यंत महत्व पर जोर देना आवश्यक है। इज़रायली आक्रामकता अब किसी भी मायने में उस स्तर पर नहीं है जितनी पिछले कुछ वर्षों से थी।
कब्जे वाले इलाकों को लेकर इजरायली शासकों का नज़रिया भी नए मुकाम पर पहुंच गया है. आज उनकी ओर से कोई दिखावा नहीं रह गया है कि वे इन सभी क्षेत्रों से अंततः वापसी पर विचार करने के लिए तैयार हैं। इन क्षेत्रों की राजनीतिक और जनसांख्यिकीय संरचना में किए जा रहे परिवर्तन इज़रायली शासकों के जून युद्ध में कब्जे वाले क्षेत्रों पर स्थायी कब्ज़ा करने के दृढ़ संकल्प का प्रमाण हैं।
1973 के जून और जुलाई में सुरक्षा परिषद की बहस और अमेरिका और इज़राइल के रवैये से स्पष्ट रूप से पता चलता है कि वे यूनाइटेड नेशंस और विश्व जनमत की अवहेलना करने के लिए दृढ़ हैं और राजनीतिक समाधान नहीं खोजना चाहते। यूनाइटेड नेशंस महासचिव डॉ. क्रुट वाल्डहेम की अगस्त में यात्रा के प्रति इज़राइल का नकारात्मक रवैया, अपनी आक्रामकता जारी रखने और इसे और भी नए चरणों में ले जाने के लिए इजरायली शासकों के संकल्प का एक और प्रमाण है।
विश्व शांति परिषद ने मध्य पूर्व में शांति और न्याय के लिए लोगों की सहमति जुटाने के लिए कार्रवाई के एक नए कार्यक्रम पर निर्णय लिया है। इस कार्यक्रम के क्रियान्वयन में यूनाइटेड नेशंस के प्रस्तावों कोअमल करने और अरब क्षेत्रों में होने वाले अपराधों को उजागर करने के अभियानों पर विशेष जोर दिया जा रहा है।

विश्व शांति परिषद और इसमें 125 से अधिक देशों के प्रतिनिधित्व वाले राष्ट्रीय संगठनों के नेतृत्व में एकजुटता आंदोलनों में सबसे महत्वपूर्ण प्रभावी और शक्तिशाली, फिलिस्तीन के लोगों के साथ एकजुटता का आंदोलन रहा है, जो अपने राष्ट्रीय अधिकारों के लिए लड़ रहे हैं।
यह आंदोलन, जो हमेशा मध्य पूर्व में शांति और न्याय के लिए शांति आंदोलन के निरंतर अभियानों के लिए अधिक महत्वपूर्ण रहा है, फिलिस्तीन के लोगों के मुक्ति संघर्ष के आगे बढ़ने के साथ-साथ और विकसित हुआ, क्योंकि इसने अधिक से अधिक संगठित और एकजुट चरित्र प्राप्त किया।

विश्व शांति परिषद और श्री यासर अराफ़ात और फ़िलिस्तीन मुक्ति संगठन के संपूर्ण नेतृत्व के बीच आज जो घनिष्ठ व्यक्तिगत मित्रता मौजूद है, वह विशेष तौर पे महत्वपूर्ण विश्व जन मत ने फिलिस्तीन के संघर्ष को एक वास्तविक मुक्ति आंदोलन, एकजुट, मजबूत, अपने स्वयं के सिद्धांतों और अपनी स्पष्ट राजनीति के रूप में मान्यता दी है। फ़िलिस्तीनी संघर्ष को "साहसी लोगों", "आतंकवादियों" के संघर्ष के रूप में बदनाम करने के साम्राज्यवाद और ज़िओनिस्म के सभी प्रयास पूरी तरह से विफल रहे हैं।
फ़िलिस्तीन प्रतिरोध के साथ अरब जगत में साम्राज्यवाद-विरोधी ताकतों की एकजुटता के कारण ही यह नया चरण पहुँचा है। साम्राज्यवाद से जुड़ी प्रतिक्रिया की सभी ताकतें फ़िलिस्तीनी लोगों को आगे बढ़ने को रोकने में असमर्थ रही हैं।
यदि अरब बलिदान और एकता फिलिस्तीन की जीत के लिए महत्वपूर्ण रही है, तो फिलिस्तीनी लोगों के साथ दुनिया की साम्राज्यवाद-विरोधी ताकतों की एकता भी महत्वपूर्ण रही है।
फ़िलिस्तीन के संघर्ष में यह नया चरण फ़िलिस्तीनी मुद्दे और अरब मुद्दे को सोवियत संघ और अन्य समाजवादी देशों के समर्थन के कारण भी पहुँचा है। फ़िलिस्तीनी लोगों को गुटनिरपेक्ष दुनिया के समर्थन के कारण, स्वयं साम्राज्यवादी देशों में लोकतांत्रिक ताकतों के समर्थन के कारण हम इस स्थिति तक पहुँचे हैं। हम इस स्तर पर इसराइल के अंदर के पुरुषों और महिलाओं के साहस के कारण भी पहुंचे हैं जिन्होंने इज़रायली शासकों की आक्रामकता की नीति के खिलाफ लड़ाई लड़ी है और फिलिस्तीनी लोगों के प्रति अपनी एकजुटता बढ़ाई है।
इस नए दौर का मतलब है नई जिम्मेदारियां और नए खतरे। यह एक टिप्पणी है जब इज़राइल पहले से कहीं अधिक अलगाव का सामना कर रहा है। यह वह क्षण है जब फिलिस्तीन मुक्ति आंदोलन पहले से कहीं अधिक मजबूत है।
और यह ठीक इसी तथ्य के कारण है कि इजरायली शासक पहले से कहीं अधिक हताशा और अधिक उन्माद के साथ कार्य कर रहे हैं। इजरायली शासक अपनी आखिरी लड़ाई लड़ रहे हैं, लेकिन ये लड़ाई सबसे खतरनाक हो सकती है. अपने अंत का सामना करते हुए, वे पूरे क्षेत्र और दुनिया को युद्ध में झोंकना चाहते हैं।

आज हम फ़िलिस्तीन के वीर लोगों के बारे में सोचते हैं जो अपने उचित अधिकारों के लिए लड़ रहे हैं। कुछ बहुत शक्तिशाली देश हमें गंभीर परिणाम भुगतने की धमकी देते हैं यदि हम यह कहने का साहस करते हैं, जैसा कि यूनाइटेड नेशंस ने कहा है, कि ज़िओनिस्म नस्लवाद का एक रूप है। मैं जानता हूं कि ऐसे कई लोग हैं जो ज़िओनिस्म को इस दृष्टि से नहीं देखते हैं। लेकिन सच यह है कि ज़िओनिस्म, जिस तरह से अरब के कब्जे वाले क्षेत्रों और स्वयं इज़राइल में प्रचलित है, जैसा कि यूनाइटेड नेशंस के प्रस्तावों में कहा गया है, नस्लवाद शब्द के हर अर्थ में नस्लवादी है। इज़रायली अधिकारियों की नस्लवादी प्रथाओं के खिलाफ संघर्ष दक्षिणी अफ्रीका में संघर्ष या अमेरिका में संघर्ष से अलग संघर्ष नहीं है। नस्लवाद के ख़िलाफ़ संघर्ष एक संयुक्त संघर्ष है।
मैं एक ऐसे देश से आता हूं जो लंबे समय तक ब्रिटिश साम्राज्यवाद का गुलाम था। हम नस्लवाद का मतलब जानते हैं. जिस वर्ष मेरा जन्म हुआ, उस वर्ष मेरे देश का एक भाग में मार्शल लॉ लागू किया गया था। हुआ यह था कि मुक्ति की सेनाओं ने हमला किया था और उस लड़ाई के दौरान दुश्मन की एक या दो सैनिक मारे गए थे। और प्रतिशोध में, प्रत्येक भारतीय को, जब वह अमृतसर शहर में एक विशेष स्थान से गुज़रता था, रेंगना पड़ता था। इसे रेंगने का कानून कहा जाता था। "मार्शल लॉ" के तहत यही हुआ। "मार्शल लॉ" का मतलब था कि जब आप सड़क पर चल रहे हों, तो जब भी आपकी नज़र किसी श्वेत व्यक्ति पर पड़े, तो आपको रुकना होगा, झुकना होगा और सलाम करना होगा। यदि आप घोड़े पर थे, तो आपको घोड़े से उतरना होगा; यदि आप गाड़ी में थे, तो आपको गाड़ी से बाहर निकलना होगा और श्वेत व्यक्ति को सलाम करना होगा। यह हर अर्थ में नस्लवाद है, और साम्राज्यवाद नस्लवाद पर आधारित है और नस्ल की श्रेष्ठता की अवधारणा पर एक व्यक्ति का दूसरे व्यक्ति पर प्रभुत्व है।
मेरे बच्चे भूरे हैं, और आपके बच्चे सफेद या काले या पीले हैं, लेकिन सभी बच्चे - काले या भूरे या सफेद या पीले या लाल - इस धरती के बच्चे हैं, और उन सभी को एक साथ शांति से रहना चाहिए, खाना खाना चाहिए एक साथ मिठाइयाँ और एक साथ खेलना चाहिए।
